Will Toolen, the president of the New Jersey Enforcement Supervisors Association, attributed the spike in attacks on corrections officers to a trend at prisons across the United States and in New Jersey away from using solitary confinement and administrative segregation to punish inmates for violent behavior. 

"Inmates have no deterrent," he said. "There must be strong consequences when you assault (an officer)."
